Allandale And Austin's New ADU Rules: What Buyers Need to Know
Austin's HOME Initiative, approved by City Council in December 2023 and phased in through 2024, is widely considered the most significant zoning reform in the city's history — and it directly changes what's possible on a typical Allandale lot. I'm Robbie English, Broker, REALTOR at Uncommon Realty, and I've helped buyers evaluate Allandale properties both before and after this change. Here's what actually changed and what it means if you're buying here.

What The HOME Initiative Actually Changed
The reform allows up to three housing units, including detached ADUs and small additional structures, on standard single-family (SF-1, SF-2, SF-3) zoned lots citywide. The required minimum lot size for this dropped from 5,750 square feet to 2,500 square feet, and the allowed floor-area ratio increased, from 40% up to 55% for two units and 60% for three. Before this change, ADUs were only permitted outright in SF-3 zoning, which covered Central Austin neighborhoods but excluded large parts of the rest of the city.
Why This Matters Specifically In Allandale
Allandale's mid-century lots tend to run larger than what you'll find in newer, more tightly platted Austin subdivisions, and much of the neighborhood already sat within SF-3 zoning before HOME took effect. That combination, generous original lot sizes plus zoning that already allowed some flexibility, means Allandale is genuinely well positioned to see more of this activity than newer, smaller-lot neighborhoods elsewhere in the city. The Permit Numbers Since HOME Took Effect
In the year before HOME's first phase took effect in February 2024, Austin issued 487 permits resulting in certificates of occupancy in single-family zones citywide. In the year after, that number rose to 906, an increase of roughly 86%. That's a real, measurable shift in how single-family lots across the city, Allandale included, are actually being used, not just a theoretical zoning change.
If You're Buying With Redevelopment Or Rental Income In Mind
If part of your interest in Allandale is the possibility of adding a second or third unit, whether for extended family, a home office, or rental income, this zoning change is worth discussing directly with your agent and, before you get too far into planning, with the City of Austin's Development Services department or a permitting professional. Lot-specific factors, easements, tree preservation rules, drainage, and your exact lot's dimensions still determine what's actually buildable, regardless of what the base zoning now allows citywide.
If You Just Want A Single-Family Home
This change doesn't require anything of existing homeowners or force redevelopment on any specific lot. If you're simply buying a single-family home in Allandale and have no interest in adding units, nothing about your ownership changes. What it does mean is that you should expect to see more of this kind of redevelopment on neighboring lots over time than you would have a few years ago, worth factoring in if a specific street's character matters a great deal to your decision.
